DA-X52: Dangote Petroleum Refinery has moved from IPO talk to an actual ₦2.15 trillion public offer.

The company has signed documents for 4.1 billion shares at ₦525 each. The offer is scheduled to open September 14 and close October 13, with trading expected to begin in late November.

This is a materially new stage from the earlier Dangote IPO story. We now have the offer size, share price, timetable and signed transaction documents.

The raise also sits beside a much larger industrial plan. Dangote says it intends to spend about $14.3 billion to double refinery capacity to roughly 1.4 million barrels per day by 2029.

Those are two different money movements. The ₦2.15 trillion is fresh equity being sought from investors. The $14.3 billion is planned expansion expenditure.

If the expansion proceeds, money can move into engineering, construction, storage, pipelines, marine infrastructure, equipment, utilities, maintenance and contractors supporting one of the world's largest refining sites.

People move with that spending too: process engineers, welders, instrumentation specialists, plant operators, safety professionals, logistics teams, project managers and finance professionals.

The IPO also changes who can own part of the refinery. With a minimum subscription of 10 shares, or ₦5,250, retail investors can participate alongside institutions.

But an offer is not the same as money already raised, and an expansion plan is not the same as money already spent.

I am watching four things next: subscription demand, final allotment, the listing itself and the first major contracts tied to the expansion.

That is when this story moves from capital-market headline to a wider economic chain today.
